Kaplan being a South African means that he would ref Waratahs only when they are playing NZ or Aust teams - and generally when two Aust teams play each other they get an Aust ref rather then fly someone half-way around the world. Same goes for ABs - Aust games. May distort the statistics a little bit - things might change now that they insist on not always having neutral refs in the Super 14. ARS is probably right. The worst display I have seen from him was shortly after NZ arrested half the Mossad. He caned the MIB and the Dingoes won.
