Generally speaking, college players don’t really have much say in their team. There have been times when certain players have just flat out refused to play for teams (the most famous being 2004’s #1 draft pick Eli Manning refusing to play for San Diego, which resulted in him being traded to New York later that day). But most guys tend not to care anyway. I guess for a 22 year old straight out of college, just making it to the NFL (even if it’s on the worst team) is still pretty incredible.
As for signing players, fresh draftees are subject to very specific – and extremely affordable – rookie contracts, so that teams that draft someone always have enough cash to sign them. Hope that clears things up!
