Tattarang have taken al alternate route of growing the franchise by developing a coaching panel and support team, developing a player group (with some experienced player input) and working with RugbyWA to rebuild the game in WA after the impact of the axing of the Western Force and defunding Rugby in WA by RAu. RAu’s contribution to WA is now about the same as it is for Sth Australia.

TWAS – I’m interested in your evidence that the $5 Million per year from grassroots rugby was through the ARF as that was not part of any evidence to the Senate Inquiry or in any of the press coverage.
I understood that it was $$s to the ARU to spend on grassroots which would underpin and replace the pittance that the ARU was providing to the grass roots.
That meant that the ARU didn’t have to allocate any other finds.
There was also the coverage of the $20M SANZAAR payment and that the ARU would no longer be liable for the economic performance of the Western Force.
Smart business by Forrest as any doubts about the ARU’s inability to manage finances have been well proven since.
Happy to be proven wrong re the ARF with some real information rather than impression/opinion.

Typical East Coast narrow-minded view.
GRR was aimed at growing Rugby Union in the Indo-Pacific region.
2019 was the initial competition with growth planned in subsequent years.
Japan declined to be involved initially as they did not want to detract from the pending RWC in Japan.
The Western Force had developed a team to be competitive in GRR – with no desire to be the stand-out team as it would have killed the competition.
That’s why the team had to be boosted once there was a return to SR.
The game in Singapore was being supported by the Sth African links with the Valke.
The Fiji and Samoa teams were the precursors to the Drua and Manoa Pacifica.

I didn’t realise that you were at the meeting TWAS. John Welborn was and this is directly from Hansard covering the Senate Inquiry. John Welborn was under oath: “Those terms were that the Western Force would receive equal funding from the ARU, along with the four other Australian rugby sides, and that Andrew Forrest and Minderoo would underwrite the Western Force for the remaining three years of the existing broadcasting contract and for a further five years beyond that in terms of the extension option within that broadcasting deal and would confirm that the Western Force and Rugby WA would be in a no-loss position. Further, Andrew Forrest and Minderoo would provide funding for grassroots rugby to the tune of $6 million a year for the similar term of eight years, for a total of $48 million. There was also a discussion of compensation for SANZAAR for an additional one-off cost of the expansion, effectively, of the competition from 15 to 16 teams to incorporate the retention of the Western Force—so there was no view that they were going to change the decision in relation to retention of any of the other sides—and that was an additional component of $20 million. And if one to four above were accepted, the ARU board would all resign, to be replaced by a new board along with a new CEO.” That makes the total about $70 Million.

When the WF defeated the Tahs (40:15) in the last game of SR in 2017, the Tahs were a test-player stacked team with a total player remuneration of >$2.5M above the $4.5M salary cap.
Check out the initial RWC2023 squad: 8 Tahs; 7 Rebs; 7 Reds; 6 Brums; 1 WF + 3 OS.
That’s a better reflection of how uneven the rosters actually are.

The reality is that entire Islander families (some with 3 players in club rugby) moved East (most to Brisbane) due to the loss of the pathway to SR/Wallabies through the WF.
Some of these were lost to League in the East (rather than in Perth).
Any rebuild of Perth Club rugby was dashed with the border closures through C-19.
