It’s not. It never has been. I’m going to go out on a limb and say it never will be.
However, leading with the forearm or elbow is. It has been for many years.

From my viewing it was pretty clear that his hand was nowhere near the fend. It was all forearm. It was the forearm that slipped up to make contact with the throat.
Plenty of high tackles are being scrutinised but in this instance it was not the trackler that that endangered the opposition

Punishing after the game doesn’t help the team that who were the victims. And player safety should be paramount.

You can’t lead or fend with the forearm or elbow. Penalty.
It’s made worse by Kerevi making contact to the throat/head with the well publicised crack down on contact to the head

Kerevi was a clear penalty every day and GD was onside so stop whinging and blaming the ref

The Kerevi incident is pretty clear cut to me. Its a penalty all day regardless of who the offender is.
Hodge may be hard done by. I can accept that. I’ve not seen the replays that show contact to the head. If there is contact then by the letter of the law it’s a 6 week entry point. Disappointing sure but the rules are for player safety and you just have to move on

I had heard that the rules had been amended to allow the SH to touch the ball within the ruck but wasnt aware that they could lift it off the deck

Completely agree and was thinking that as I read the article.
No doubt the kid is good but he’s had 40 minutes against Uruguay. Let’s not get too carried away.
He should have at least two years of international experience before we start blowing smoke up the proverbial.
Too many debutants have a great first year or so then suffer from the second year slump as teams work them out and nullify them (Luatua and Cheika as a coach are two off the top of my head)
