No need to change the field dimensions or the number of players. Just back no hands in the ruck. This includes the self-regulating penalty of being spewed out the back of the ruck on the opposition’s side with souvenirs for anyone game enough to try lying over the ball, which satisfies the crowd’s blood lust, and means the ref only has to look for a single hand on the ball to call advantage or give the penalty.

No hands in the ruck entices forwards to commit to the ruck-maul because the chance of the turnover is real every time, instead of being a done deal before most forwards even get to the breakdown under the current system. This leaves more room in the backs in the next phase, more line breaks, more random broken-play ball-running/passing – like in the old days – the glory of rugby that led to its creation in the first place.

And escalate the value of penalties for repeat infringements – with no first warning (players should know the rules before running out on the pitch) – and after the first repeat, move thi penalty to right in front of the sticks.

Get rid of the loosies and play rugby 12s
