By the letter of the law it is not a knock on (didnt travel towards opponents ingoal/tryline) but as the commentators said any dropped ball recently is labelled a knock on in clear contradiction of the rules - I guess coz it went to the bunker they couldnt avoid actually implementing the law as it should be refereed but in any ordinary play not resulting in a video decision that would have been a knock on eg Hunts knock back in SOO1 was called a knockon (unsurprisingly Maroons were leading by 10) and from ensuing scrum NSW scored and Vautin chimed in with " This is what Origin is all about - a close game" which summarises the nearly 40 years of theatre that has been created.
