League independence a step closer

Australian rugby league’s many ruling bodies are closer to being governed under the one roof after the ARL board agreed on a constitution on Thursday.

After months of uncertainty, the Queensland and NSW representatives on the ARL board agreed to a number of changes to an earlier draft, and the proposal will be forwarded to NRL partner News Limited by Friday.

While the long process is far from complete, it’s a visible sign that progress is being made towards the establishment of a single commission to oversee the game.

The commission model remains one that assures the independence of future commissioners.

Subject to agreement by News Limited, the draft constitution will then be circulated among the committee representing the NRL clubs, with a view to establishing the commission as soon as possible.

“This whole exercise is a major undertaking and one that will benefit the future governance of the game,” said ARL chief executive Geoff Carr.

“Everyone has been working towards a November 1 outcome, which may or may not prove achievable in terms of having everything established.

“Certainly there is a very real possibility that the constitution can be finalised by that date and there can be no doubt that all parties are working in the right spirit to make things happen as soon as we can.

“It is, however, a very complicated process and the importance of getting it right when we are talking about some of the biggest changes in the game’s history has to be the primary factor.”

Oh and I think you will find it will come down to who has the best business plan.And who can sustain it and I'm telling you now the bears will and can sustain it and dll will be revealed come march 2011. And as the NRL told us last week happy to see how our financial membership drives are going. And great to see the communities of both areas getting behind the bid. The amount of Sydney teams is bollocks. Look at Melbourne the heart of AFL. You don't want a nsw team because of that Its a NSW team.the liklihoodof manly and sharks falling over is very minimal at the least..

Oh and it's going to come down to who has the best business plan If it's the best plan and can guarantee sustainability then they will get the nod. And it starts at paid up financial members. Well you better get cracking because we are now on target for 4000 by Xmas. See you on the paddock in 2013 :-) and last I heard we were not a Sydney team the central coast is a regional area.

yes your right the nrl won't put the bears in but the ARLC maybe a different story. You'll get your chance in qld next time around do you guys have enough ticker to keep going if you get rejected this time around the bears have proven they'll keep at it as they did in 99 and as they did in 04 . We have shown how much we want this and I believe that our facebook site hits 20000 tonight or tomorrow. Our range of clothing at best and less is in great demand . A great initiative by the CCBears bid team. Maybe if I was you I'd be a little more concerned that central qld may gazzump you in the next round of expansion in 2016.

Col I dont think so.. the NRL are not silly enough to put in another Sydney team. there are so many places the NRL will want to expand to first eg Perth, West Brisbane, New Zealand, Central Queensland, Adelaide, PNG, even another Victorian team. The bottom line is the NRL will not choose the Bears over Brand new and Un diluted markets such as the ones i listed above. The NRL will want to make a profit out of the new clubs.. and sure the Bears have around 3000 paying members and sponsors, but they are all coming out of the NSW market and are going to hurt other Sydney based teams. in the end if the NRL boot out the Sharks, Sea Eagles and/or other struggling Sydney clubs then i would have no problem with the Bears coming back into the NRL. As it stands tho there are already to many teams in the Greater Sydney region, and thats why the Bears wont be back in the NRL in 2013.

Yes Adam.. North sydney Bears will continue to field a U/16s and a U/18s and a NSW cup side called the North sydney bears and playing out of NSO. On the Central Coast there will be an U/16s and an U/18s side and the name mooted is the Central Coast Cubs. And playing out of Blue tongue Stadium (The Bears Den) will be the Central Coast Bears playing in the toyota cup and the NRL... Both Districts and the 23 Junior clubs will feed into the NRL / Toyota cup side..It's not that hard to expalin.. St George /Illawarra is the format used... it's simple really..

GM Are you suggesting being a forward is a deterrent to being a successful businessman?.Better have a quiet chat with the likes of Kevin Ryan or Norm Provan. His family has been involved in grassroots rl in the past.he wasn't a ru product/defector. Hardly free.He and the fellow investors took extensive financial risks and much lobbying to get a team into the NRL.They were knocked back the first time,by the NRL.They also were involved in much community groundwork. it appears you are suggesting his interests lie soley with the Titans and not the game in general.One word :rubbish. I will tell you where some of it will go ,via the agreement to assist in financing the Storm for a few years,the balance of the $8m,some may well end up in grassroots work. It appears you lie the idea of multiplicty and duplicity in admin of sporting organisations.There will also be savings in rationalisation,despite what Livermore believes. You are right you may never have guessed,because guessing is all that you are working on ATM.The I.C.hasn't been in operation and already you are making predictions. Livermore is looking after his own backside first.

Shame the Chinese and Indians aren't such huge League fans otherwise there may have been a case for including a QLD team to join Central Coast in expansion this tiem around, but I'm sorry to say It'll be Perth.... As the NRL has said constantly for 6 months, there are no preferred locations, the strongest bids will win if expansion proceeds. John Brady has also confirmed the NRL's preferrence for a history of community support for a new franchise. David Gallop has consistently, especially lately, referred only to Central Coast and Perth re expansion.....and why??? Because they are the strongest bids at present. FYI over 100 new financial members signed up for the Central Coast Bears on Saturday at a Woy Woy membership drive......total financial memberships nearly 3100, Facebook fans 20,000. That's because the Bears have been at it so long. I'm sure the other bidders can get to these numbers in a couple of years, and will be certainties for next round, which is what everyone wants - strong, proven bids that have minimal risks. David Gallop's strongest time will be the next 12 months as the IC finds its feet, so his say is pivotal. The Bears received some VERY positive comments from the NRL on Friday, so I'm a VERY happy Bear right now.....wait till July next year to find out why! :) :) :) :) But here's a hint.......here come the Bears, here come the Bears!

Oh yeah, and he's an owner of a club which is being given part ownership of the Australian Rugby League for free - did you hear me, the Australian Rugby League - for free! Yeah, his numbers will add up just fine. Just what do you think will happen to the former News Ltd profits? Let me guess, more funds for the 16 NRL Clubs... I would never have guessed.

I guess, Crosscoder, it comes down to this point you made. "The clubs no doubt will want a warranted increase in the salary cap and grant from the head body,and deserve a big slice as they are the main income producers with the highest salary costs." Crosscoder. You obviously believe the 16 NRL clubs deserve the lion's share funds due to their participation in the elite national competition. I do not - I want more money going to into promoting the game around Australia at the grassroots level. Year in, year out, many of the Sydey NRL Clubs take the cash and make a loss. They've spun off their income producing licensed clubs so that they can't be forced to pay-up for the losses of the football clubs' purchases. Instead they want more money from the ARL to increase debts. The players' eyes have lit up at the prospect of increased salary caps as noted in media comments this week. I'm sure the club execs aren't driving Commodores. Hooray, hooray, more excesses to the tight inner circle. I might go to a game and pay $5.50 for another pie to help them out. Hopefully they'll sell more games to pay tv each week as well so that dumbass Parra forwards can bludge for another season on higher pays - or maybe they'll run for club president and raise a sweat (for a change) putting pressure on independent commissioners... I guess, Crosscoder, it comes down to this point you made. You obviously believe the 16 NRL clubs deserve the lion's share funds due to their participation in the elite national competition. I do not. The Independent Commission will serve your cause well.

If the 16 NRL Clubs have the majority vote to remove commissioners - which they do - they therefore control who is a commissioner and who is not. While the nomination and appointment will officially be by the existing commissioners, they cannot select anyone who will be unacceptable to the clubs or the nominee would be immediately removed. Therefore the clubs DO indeed steer the selection of commissioners. It's not rocket science - try to keep up. As only the commissioners acceptable to the clubs will remain commissioners, the commission is no longer independent. In fact, if a commissioner doesn't want to be removed by the clubs, they had better be careful of the decisions they make and the agendas they push. In fact, if a commissioner didn't back nominations desired by the clubs, that existing commissioner could also find themself looking for new work.

I am glad Livermore is not my accountant.I will settle for Searle who is a Chartered Accountant.Geez from the simple matter of one head office,less administrators,the $8m that currently goes to News.Is Livermore serious,or is he doing a dummy spit,behind the banana plantation.Is he telling us duplication is as economical as ratiionalising. Expansion will happen..they need expansion for a better deal for the TV rights..and that will benefit the other 16 clubs..plus the 2 new teams when added for 2013...No expansion = lesser finances coming into the other 16 clubs.. expansion means more games to show..thus more revenue.. and getting to a wider audience..
