In a perfect world sure. There is a law that says a fielding side may withdraw an appeal only with the consent of the umpire, and in the unlikely event, how many umpires would be prickly enough to not want to lose face and stubbornly deny such consent.
Also, I’ve never yet know a fielding side to even seek such consent, although most will come clean when they know they haven’t actually caught the ball successfully.
