AFC official urges FIFA to reschedule 2022 Cup

A former senior Asian Football Confederation official is urging FIFA to reschedule the 2022 World Cup in Qatar to the winter months of January or February to avoid the desert state’s sweltering heat.

Peter Velappan, the AFC general secretary for three decades, said Thursday that cooling down stadiums and training grounds with air conditioners was “not a solution” and warned that some European teams may boycott the World Cup due to the heat. Qatar’s summer temperature can top 40 Celsius.

“Qatar is a nice country … but there is no way football can be played in June and July there. No player will ever want to play in these conditions,” he told The Associated Press.

“I would strongly recommend that FIFA reschedule the tournament to January, February. … FIFA is obliged to do everything possible to provide the best for the teams and the football fans.”

Velappan’s comments echoed those of FIFA executive committee Franz Beckenbauer, who said earlier this month that making a one-time change to the European league fixtures to allow the World Cup to be played in winter in Qatar was a cheaper solution than air conditioning all stadiums.

However, AFC president Mohamed Bin Hammam – a Qatar native – downplayed the hot temperatures throughout the country’s bid for the World Cup.

FIFA is breaking new grounds by sending the World Cup to Eastern Europe and Middle East for the first time, with Russia to host the 2018 games followed by Qatar.

Velappan said he believes Russia “will deliver a good World Cup” because it has resources but hopes Qatar’s heat issue can be resolved.

“FIFA’s decision cannot be revoked. Therefore, the world has to live with it and hope both Qatar and Russia can hold World Cups of which we can all be proud,” he added.

Qatar is a rubbish tip and not a real nation. 30 odd years ago the place was only inhabited by tents and bedouins. Now they find a bit of oil they consider themselves royalty and worthy hosts of these almighty circuses. Tell you what, Qatar hosting has not happened yet. Until then it could be pulled off them, like Colombia 1986 which was completely bankrolled by the late crook, Pablo Escobar.

A Qatar world cup will bring peace and prosperity to the middle east. There will be a free and open society stretching across the Arabian Peninsula and including Israel. Just like all South Africans now live in harmony and poverty has been eliminated. Like Germany is once again now fully united with the east up to the same living standards as the west. All of Korea is now at peace and Japan has overcome it's economic malaise and is growing strongly again. France is now a nation united with all cultural divides a thing of the past. And football has taken the US by storm. It is now the biggest sport in the land eclipsing all others. Only the Olympics rivals the world cup in achieving real change like this. China is now a free and open democracy with nationwide celebrations for it's first Nobel Peace Prize winner. Greece has overcome years of corruption and bad economic management to once again be a thriving economy. The best Olympic games ever has more then doubled the number of overseas tourists traveling to Australia. Atlanta is now a world city up there with New York, London and Tokyo. We can see the impact of these events has been huge. A Qatar world cup will bring a new dawn of peace and openness to the Middle East. I am now totally convinced that this was the correct decision and that there is true wisdom within FIFA.

Well if the EPL and other leagues are prepared to re-schedule their season for a 'one off' World Cup in the Middle East then it just shows how small minded the AFL/NRL were? Could they not re-schedule their leagues for a "once in a lifetime" opportunity to host the world's biggest sporting event? No-one will ever know the politicking that went on behind the scenes but if anyone wanted to discredit our bid then all the infighting with other codes, all wonderfully documented in our major media outlets, would have been a godsend for them. We also had a major newspaper group 'allege' corruption of FIFA officials by our FFA which would of gone down well in Zurich. In Football they call that an 'own goal'.

Qatar 2022 My concerns about Qatar have always been .. * Player (when training) and fan welfare given the heat. * General safety ... it is not like the Middle East does not have the odd bomb go off... * Can a small country be allowed to have it.... I accept that Qatar have presented themselves as representing the Middle East and not just their own country ... so I am almost OK that this is a Middle East award in Qatar .. I am not too concerned about local rules as I have many friend in construction that have worked all over the Midle East .. A small bit of advise rather than say you can do this or that in a particular place... change the language to their are some places where local culture needs to be respected and in these areas you cannot .... but all other places you can do what you please...

Why have a vote if the technical report is all you need? Perhaps the technical report is only used as a guide and to rule out nations that don't meet certain minimum requirements. Otherwise every World Cup would be held in Europe or the States since their bids would always be 'technically' better.

Qatar 2022, Although you believe all these problems raised by critics are simply sour grapes, you must concede that currently Qatar has many hurdles (apart from the weather) that it will need to overcome to stage a successful World Cup. I hope Qatar can live up to its promises. I think alot of people are upset by this decision as FIFA's own technical report basically claimed Qatar was unsuitable to host a World Cup. It begs the question: Why even bother to do a technical report? The Qatar decision seems to politically based. Whilst improving relations between the West and the Middle East is an admirable goal, it is not FIFA's role to play peace diplomat. Politics and Football should remain seperate, but that seems too much to ask.

Please explain the positives, Qatar 2022, because as far as I'm concerned the lack of a mobile middle class in the middle east, who tend to make up the bulk of travelling world cup fans, makes it unlikely to really benefit anyone. I know the Qatar bid have promised access to an Israeli team, should they qualify, but I don't recall seeing anywhere in their bid presentation a promise to allow in Israeli fans. Do you have a link for me? I've read Scott McIntyre's article. My first problem with it is that it largely focusses on the strength of the Qatar promotion, as opposed to the feasibility of actually hosting a successful world cup. My second problem with it is that his assertions about temperature and humidity, as I've explained, are simply not true. If he has indeed been invited to visit the country, which no doubt would have been paid for by the bid, then he certainly should have disclosed that at some point. I must say I feel a bit irritated at being told to 'get my facts straight' by someone who just stated that a 40 degree day in Qatar feels like a 30 degree day in Sydney and that humidity in Qatar doesn't rise above 40%. Both these things are demonstrably untrue from 5 minutes searching on the internet. We don't need to go to Qatar to know that we are being fed untruths by self-interested parties. I repeat. The decision was a farce. The event should be moved to January to make it slightly less farcical.

i'm sure qatar will host a decent world cup event. i'm sure the glitz and glamour will cover up any flaws. however what are qatar's plans for their football team? 113 in the world is a lot of ground to make regardless of how much money you have. and you can't really turn kids into footballers, their has to be some natural talent before they become quality. unfortunately i don't think qatar has this.

The Asian cup is in January, apart from the heat that will give us a fair idea of where Qatar are at and fans will be able to judge for themselves how realistic Qatar's proposals are.

All your negatives that you exagerate do not outweigh the positives of staging the world cup in the middle east for the first time in 92 years. if you are fully aware and watched not only the presentation and the questions journalists asked the Qatari bid team you have seen that they will allow access to israeli citizens, and the heat will be resolved with air-conditioning. so your points are valid concerns but just a repeat of the scare mongering going on. No, it was a stupid decision because it was awarded to a country of fewer than a million citizens with an average July temperature of 46 centigrade with no access for Israeli citizens. I don't think you understand how humidity works. The hotter the temperature gets, the less the humidity needs to be in order to increase the apparent temperature. So a temperature of 40 degrees with a humidity of 40% would mean an apparent temperature of over 50 degrees celsius. Believe me, thats a lot warmer than the apparent temperature in Sydney gets. My understanding is that many Qataris leave the country during July for somewhere cooler, so God knows how many locals will be around to watch football in 2022. But now that Qatar has been awarded the Cup, there are two things we should focus on. Changing the system so this kind of disgraceful decision never happens again, and making the event as successful as it can be. As far as the second point goes, Velappan and Beckenbauer are right. We need to shift the event to when the weather is more appropriate. If nothing else, at least that will free up resources that would be needlessly wasted air-conditioning 12 demountable 40,000 seat stadiums.

that is a bit over the top, you think its a stupid decision because australian didnt win. humidity in Qatar doesnt rise above 40%, so a 40C day in Qatar feel as warm as a sydney summer day at 30C with 80% himidity. besides, after 4pm which is when the first match of the day is scheduled it drops to 30C, by the last game at 8.30pm you can expect a cool 28C.

FIFA's made this stupid decision and now everyone has to suffer with it. If a few players and spectators die from heat exhaustion it's all for the good of football. They would have died for a worthy cause.
