Fines didn't work with the Windies in the 80s. Their view was that if they win, this would cover any fines. One idea that was trialed was if the side bowling first was slow, they were allowed to bowl their full 50 overs but when they were batting they were only allowed the number of overs they bowled in the dedicated bowling time. So that when the normal bowling time would be over by 6 pm any over bowled after that would see the number of overs they received reduced by that amount.
