You don't need to add a rule. It is a rule. It's just never enforced. I think the last person who got upgraded from the bin to a send off for dissent was David Peachey.

I think thats fair. If not a send off, double the time. The refs need to have their authority recognised.

I'd add a rule that if you want to argue the toss with the ref over being sin binned, it turns to a send off.

I'd have given a penalty try. It does go to show, however, the penalty tries are not certain no matter how obvious it may seem.
