Well, the initial tackle is under the shoulder.
The All Black's defender has the Russian clearly tackled with her left arm under the shoulder, and the right arm is round the Russian's back, grasping her right hand side, also well under the shoulder (~0:06) and only after another defender has come in and the Russian is struggling does the All Black tackler's right arm go round the Russian's neck (~0:09).
Even then, it's more of a choke hold (also a dubious hold, mind you) than a neck roll.

How was it not a "neck roll" by the first defender? It must have been obvious that her forearm was wrapped around the neck.
