Correct, Grimes is following a Footscray player perhaps Bruce? who is leading for the kick and Richards comes in and shepherds even before the ball has been kicked. Free kick every day and should be paid more often

In this case, it should always be a free. Richards went out of his way to push Grimes when they were well off the ball and not part of the action I described above.
Under the rules, Richards was shepherding more than 5m from the ball so it is a legitimate free kick. Grimes only fell over so the umps noticed it.
The free kick was for the shepherd not for knocking him over.
Perhaps a more relevant discussion is whether or not the rules should be changed to allow a player to shepherd when more than 5m from the ball.
