No it doesn't. The rule is against fake throwing of the ball if you don't have it, which in turn stops the batsman getting a run, that's what Queensland got done for.

Sure this contravenes the rules. Qld got picked up for this and were awarded a 5 run penalty against them. Had it been Paine or Wade, the English media would have been going off their trolley.
