Tim Paine had the captaincy thrust upon him after the Sandpapergate disaster. And he brought a certain dignity to the role of captain after Smith dragged it through the mud. Paine has had some ordinary performances as captain since SA - but he had some good performances as well. No one is perfect.
It sounds like the incident happened before his return to the Test team. And he probably thought nothing would ever come of it. But it has come back to bite him and he must have felt the glare of publicity on himself would have served as a distraction for what the team wanted to achieve in the Ashes.
Not excusing Paine for what he did - he would be experiencing enough self loathing as it is - plus the public display of this incident would be having a huge strain on his relationship with his wife and family. In the cold heart of day he did the right thing by stepping down which would have been a heart wrenching thing to do. He made mistakes in his short tenure as captain but I don't think there is any doubt that he tried to give his best for his team and country.
Well this is a shocker. While this was a misconduct that has been acknowledged and judged, Cricket Australia is trying to be too much good in a world that is not too kind. I believe Tim Paine has made a mistake giving into public pressure. Only law can judge people, both Cricket Australia and his state seems to agree that whatever he did, he was cleared afterwards. First it was one year ban for Steve Smith,now this. I am not sure what Cricket Australia is trying to achieve here. The other teams are not going to be as saint as CA here. I believe Tim Paine's decision may have something to do with his fear that his family may face abuses and trolling.
