Taking time for him to react, .2 second, and drop himself, it leaves less than half a second to decide how to hit him (because he was always going to). Hardly a lot of time.
And regardless, look at the video, his left foot. He doesn't plant it to drive down, looking closely, it looks more like he trips into it, when he steps its the top of hit foot that hits. If someone drops their knees in, they'd start flat foot to keep the pace up.
Looking at that, there is no way it was a cheap shot, just an accident.
If it was any other player, we wouldn't be talking about it, we see it all the time, unfortunately he has a history of being a bit of a know, so here we are.

I read in another article today that the MRC ruled that he was trying to kick the ball again and that's why there were no charges. I have no idea what they were looking at though as he makes absolutely no attempt to kick the ball at all. Very quickly losing respect for him because of his grubby play over the last few months.

Whether he is carrying injuries or needs a rest , I don't know, but his form and grubby attitude is not one of the great player he once was .
