I can see a situation where there is a legitimate obstruction, and that is where the guy with the ball deliberately runs very close to the ruck to use the guy who played the ball as a block on the defence, or if the ball player moves to get in the way of the defence. But I don't think that was the case here.
Which stats prove that the Chooks have been dudded for two decades? Have a look at a replay of the 2013 GF. It wasn't only the diabolical forward pass call either.

Correct decision. Collins runs behind his player and a defender was impeded. Nat Butcher did nothing wrong but Collins did.
