New rules proposed for World Cup

World Rugby has studied the scrum incident at Ellis Park and come up with some recommendations.

Key to their proposal was the conclusion that concussions are the most common serious injury in rugby union. Concussions come from high speed or unforeseen collisions and are the heaviest and most likely to occur in the midfield.

World Rugby also determined that concussions are most prevalent when centres are playing in places they are not accustomed to, so all centres will therefore need to be designated as inside or outside centres.

The new proposed rules are

“3.78 The midfield
An inside centre may not play on the outside, and vice versa.

“3.79 The midfield – replacements and substitutions
(a) If a team has no more trained and experienced designated number 13s, the midfield will be played uncontested for the duration of the match.

(b) Australia may not use an openside flanker to play in either the 12 or 13 channel.

“3.81 The midfield – offloads
(a) Offloads in the midfield are dangerous, when unexpected, so all teams must notify the referee before attempting an offload.

(b) Due to language gaps, the designated dialect for said offload designation shall be Afrikaans-accented English; specifically, from the Northern Karoo.

“3.99 Grandfather Clause
(a) Kurtley Beale is excluded from all of the preceding rules.

Comments on this proposed rule are being accepted in Dublin, on correct paper and with the right font.

Another rule is being studied to regulate the designation of flyhalves as such.

Tackling by flyhalves is also dangerous.
