A well written article with some good points. Here is my opinion:

Although Southgate will probably go for a back 3, I think a 4-2-3-1 is best suited for them. Here would be my starters and backups in brackets.
GK: Nick Pope (Henderson, Pickford)
Back 4: James, Maguire, Stones, Shaw (Walker, Godfrey, Chilwell)
Center Mids: Henderson, Rice (Bellingham, Phillips)
Wingers and CAM: Sterling, Grealish, Foden (Sancho, Rashford, Mount, and Maddison/Saka)
ST: Kane (Calvert Lewin)

No need for 4 center backs when Rice can cover there if needs be. Same with 3 strikers when Rashford could play there. This squad allows England to bring every brilliant talent they have available, with the exception of either Maddison or Saka, one of whom would have to miss out. I would lean towards bringing Maddison. Also, Bellingham is a unique player who should make it, with Ward Prowse being left out too.

FYI: It would be an arrestable offense for Dier to be in the England squad over names like Konsa, Dunk, Godfrey, Tarkowski etc.
