The maul is weird, we think of it as being part of the game but in truth the rolling maul was never really was a major part of Rugby historically. Mauls were formed because rucks were toss up in the amateur era and 9 times out 10 teams would try to get the ball out of the maul as opposed to pushing it forward. The Rolling Maul is basically legalised obstruction that was allowed to thrive in the Amateur era with poor reffereeing and carried over into the proffesional era. The maul should basically not be allowed to move forward. With modern rucks it would make the maul obsolete.

Use it? Lose it! A simple way to fix rugby's much-maligned maul

Not the best option but you can scrap the end of year tours every two years and replace it with some kind of mini tournament. Top 12 teams, 2 groups, 5 games each and a final between the winners of each group, have a 2nd tier competition and relegate the bottom 2 teams each year and promote the top 2. Basically what was already proposed and rejected by the northern hemisphere, they are holding back the game to protect Scotland and Italy

World Rugby explores option of making RWC a biennial event

This is dumbest rugby gimmick I have ever heard of, truly pathetic. No club will release their players to play in a non WR sanctioned competetion not mention the risk of players getting injured in the off season. Also they already tried silly gimmicks like Rugby X which was never a success. Rugby is not cricket, we don’t need silly gimmicks and as a massive cricket fan myself I don’t care for T20 cricket and I doubt this would appeal to most Rugby fans, it also won’t have any appeal in non rugby markets as rugby already has little presense in world and another format would just create more confusion.Another issue here is that we already have 7’s and even 10’s rugby, one of which is already fairly popular and has done a good job of getting funding for the game in non Rugby countries through the olympics, you would think that a modified version of 10’s would be a better fit with the extra space on the field as opposed to what is essentially just league. Rather invest in the structures that already exist but of course the whole idea of this nonesense is not to grow the game but make a quick back, it will fail.

Why Hansen says new, big money World 12s format, touted as rugby's IPL equivalent, will succeed

Forget about developing Hong Kong, its basically an expat game and has not and will not grow with the locals. Korea and Malaysia have far more potential as the game has a long history of locals playing the game and would be a much better investment for world rugby if we are talking about growing the game. A big Korean Chaebol could easily put a team in the new 3rd tier of the Japanese League, nearly half of the Korean team basically plays in Japan anyway. As for Malaysia they have started importing a few Fijians which has taken their game to the next level but at least unlike Hong Kong the game is actually played in elite schools amongst the Malays. Sri Lanka is often overlooked but Rugby is huge at high school level and Rugby is essentially 2nd to cricket in terms of team sports. Thailand , Singapore and Taiwan both have a long history of playing the game but seem to lack ambition and funding. China looked like they would be the next big thing in Rugby but the government seems to be more focused on Olympic sevens and they even shutdown entire 15 aside programmes for 7’s. We can’t just rely on the Japanese to grow the game. It has to come within the unions themselves.
