You used to have to force the ball with downward pressure, but with slo-mo and frame by frame replays, now it’s just a finger tip on the side. i.e. the bunker modified what was the “rule”.
So it’s time to do this here, forget all this inside/outside nonsense, look at the play, say “He will get nowhere near the ball carrier” or “He took the decoy” and rule accordingly. It will stick after a bit.

When I used to watch all sports back in the day, the primary attraction of union was the hilariously bad refereeing; blatant forward passes, huge knock ons, bounced ball tries, all blithely ignored. Watching the feeble tackling, and backs deliberately running away from making tackles also amusing.
