Rebel you forget to mention the pacific island countries PNG,SAMOA, FIJI, TONGA. Over 45℅ of NRL players in Australia are from the pacific islands

Teams who made the quarter finals and semifinal during the 2013 World Cup are granted Automatic Qualification Fiji made the semifinal Tonga and Samoa made the quarter finals and also hosts are granted Automatic Qualification that is PNG NZ and Australia though if PNG wasn’t a host it would still have qualified when they beat Fiji 24 to 22 during the last 2016 pacific test match.

Ray cee first of all usa is considered a weak team below average for a team competing in the world cup and second of all its competing against Canada to qualify for the world cup and USA won because Canadian rugby isn’t up to the pro level yet if USA had to compete against other countries like Fiji , PNG ,SAMOA etc.. To get into the world cup then USA would never even be in the world cup. A bit of info on USA in the the world cup
