I’ve always liked the division idea. Let’s say the NRL added four new teams down the track.
North-Broncos, Gold Coast, NQ, Brisbane 2, Newcastle
West-Parra, Penrith, Dogs, Tigers, Perth
South-Rabbitohs, Roosters, Canberra, Melbourne, St George
East-Cronulla, Auckland, Wellington, Manly, Central Coast

I think the Canberra junior rugby competition works well, with clubs and schools in the same competition. Schools tend to dominate, but club sides are capable of winning.
