Yes, I have suggested this previously. Every time you then use a venue, you don’t have to pay anything. With the money that you then save, you could build these stadiums like in Canberra or Liverpool (in Sydney).

I suggest that Souths move to Allianz and Bulldogs move to ‘Liverpool Stadium’ (https://www.theroar.com.au/2018/09/19/the-nrl-needs-a-new-stadium-but-not-another-in-the-city/). If Bulldogs don’t move, they should be relocated to Perth for example.
