Aside from any of the parochial, state based nonsense against it, it’s very difficult to do a draft when you aren’t the dominant market for the players you are trying to attract/distribute. It works for AFL, NFL, etc because it’s difficult for those players to go elsewhere, where as in rugby they can go to league or foreign competitions much more easily. That’s not to say methods of player dispersal shouldn’t be explored, just that rugby is not in a strong enough position to do it through limitations rather than incentives.

No, if they were using this to cover up a lack of profit it would be announced at the end of the financial year rather than the end of the calendar year and it wouldn’t be a commitment to spend more money. Also they haven’t exactly been quiet about the dire financial position so far so I don’t see why they’d change tacks now.
