Restore the balance between defence and attack.

All feeds to the scrum down the middle and the same with lineouts.

No lifting in the lineout which all forwards must be in.

All defenders except the designated #9 to be 5 metres back from the ruck.

Penalties kicked out no longer get the automatic lineout feed.

Mauls can be sacked to halt progress.

All goal kicks to be worth 2 points.

Reserve bench to comprise at least 3 backs and no more than 4 replacements allowed per game.

Dont change the game here or you may confine Australian rugby to always be what it currently is. You need to change your style of play to compete rather than the other way round.
