Is there another way to better use the sin-bin by making it more arbitrary and reducing time wasted by the TMO and ref watching umpteen replays whilst trying to master big words like “mitigate”.
Possible solution is automatic yellow for every 5 penalties conceded by a team (15 penalties = 3 yellows) and AFL-style citing rather than red cards with the offender dealt with after the game.

I would also suggest allowing foreign imports for teams in the domestic comp to add a bit of flavour and interest from further afield. This would also solve some of the concerns around the lack of depth in Aussie rugby.
State of origin has to include a ‘Best of the Rest’ team from outside Qld/NSW otherwise it will end up as an inferior version of the RL series. This provides scope for growth around the country and will give selectors some good choices going into the internationals.

The consensus in opinion is leading towards a 2021 competition based in Aus/ NZ.
Australia must have the same number of teams as NZ.

An 11th Pasifika team, based in Fiji, can still work provided the money side is controlled by RNZ or RA to avoid the $$ disappearing.

Depth in the Aussie franchises can be boosted with star imports, viz. big bash. Good for spectators, sponsors and developing local talent.

The season should be shorter, round-robin format with a 1 vs 2 final, rather than a drawn out home and away with confusing final series.

The second half of the rugby playing season could be a champions league style tournament bringing together the best of Aus/NZ, Japan, SA, USA.

This could coincide with an Aussie NRC or enhanced club comps as teams drop away.

End of season state of origin games (bringing together players spread across franchises) could be a good ‘possibles vs probables’ run out ahead of the internationals in Oct\Nov.
