In England rugby is strongest in private (fee paying) schools and many state schools no longer play..

The number of registered players in England must be a joke. There is no way that 10% of the male population of England is “registered” to play rugby. They must be using some calculation that includes all boys that are of school age at a school that plays rugby. Which BTW most regular schools in England no longer play rugby. When I was at school (25 years ago) my school stopped playing rugby and I had to go and play for a rival school..
