I think its slowly improving and the NRL is starting to invest in those areas but yeah probably not enough. All they seem to care about is the short term bottom line, big corporate money in Melbourne.

Interesting article, money and participation starting at grassroots, but I doubt nrl has enough money to throw at it in Vic. AFL not going to let them in easily. Just generally the NRL need to spend heaps more on grass roots and juniors and regional areas plus Polynesian areas to maintain and improve areas they have instead of letting it decline.
