Agree, spot on you have identified the problem, do you know where the money going?

An independent published review of where AR money is going, including the distribution of fees that Parents pay needs to be made public. (Obviously there is insurance that is a necessity)
I would suggest a review not controlled by the AR Board would be healthy and welcomed start.
A review of AR contracted players would also be a positive start.
One example.
If you are not maintaining your skills, fitness, community role model standards and are dropped. (Injuries excluded) Why are you paid?
If a player is unwanted for a reason by a Super Franchise and will not or can not find a Super franchise why would you pay out $100’s K, better allocated to developing juniors.
If there is a consequence the behaviour will change.
Put the funds into developing a Coaching pool for juniors would deepen the National pool.

Take me back: How to fix the Wallabies

The old chestnut again “Private Schools” dominating Junior Rugby?
Are you able to prove the problem exists with facts?
Produce & publish the numbers of players from “The Elite Schools” in the Wallaby squad, the Premier Clubs Canberra, Sydney & Brisbane from the GPS private school systems?
Not the every day Catholic & other religious Schools that offer education as an alternative to state Schools, who thankfully offer Rugby as a sport Choice.
Why Le-Union is growing fast!
AR are supporting the fast growing variation of Union at School boy level – Le-Union!
The problem is there is NO RA support for grass root clubs who rely on “Dad & Mums” to coach doing their best with many never played Rugby. The end result is Le-Union copying the NRL stars.
What is missing is investing in the willing Mums & Dads in Rugby Coaching skills. No grass root financial support from the RA at this level.
For example in Brisbane after the GPS comp with a limited season there is around 35 clubs x 7 grades participating in age groups in a great Brisbane competition – many Private School Boys participate in both.

It is time RA stopped taking fees from School Boys and not investing back into the starting level for many of our elite players, grass root Rugby Club players – Clubs, Mum & Dad selling raffle tickets, running the games and doing their best trying to Coach.

Take me back: How to fix the Wallabies

Nick, Well analysed you have nailed it!
The policy is depleting our junior talent pool!
Historical results do not lie it is now clear his selections and game style is not consistently or competitive to win games against the top 6 world teams.
The old analogue “The fish rots from the head” has to be part of this conversation.
The Board of RA & the Chair as the “Head” have to take the responsibility and own the current results.
RA by blindly supporting Checker in his continually over looking the best players available in their positions is sending a very loud clear message “if you are the best in your position we will NOT pick you” in the wallabies!
The junior players coming through know this and go to the NRL, other codes, NZ , EU and UK rugby.
How sad it is we have not had the grass roots support & systems in place to bring through world class players.
Checker is an employee of RA – the buck stops there!

I feel so sorry for the men being put to the sword by playing out of position, poor selection and lack of leadership!
I thought in the earlier years Checker was creating depth, developing talent that should be by now replacing his loyal chosen players.
We know they train well Hooper continually lets us know. Obviously their must be a deeper problem!
Unfortunately for Rugby Australia – the Board, Chairman & Checker it is how Teams are ranked and Coaches judged.
As a Coach he has the right to do this but he owns the results!
You are spot on RA is blowing in the wind without a rudder!

Why the answers for Australian rugby are blowin’ in the wind

Simple he is the person in charge of selections, including support coaching, had 4 years with consistent declining results, keeps repeating his questionable Team selections of not playing the best in Australia in their natural positions! Example, playing Pocock at 8, not selecting a genuine 8. Reading Roar posts there is plenty more to consider.
The Rugby public are vocal because they can see the obvious “loyalty at all costs” to his chosen few in key positions is killing Australian Rugby. Example, Hooper lack of game management ability.
Against Wales: Genia rightly pointed to the sticks, Hooper directs a kick out, Line out, and the ball is turned over.
His loyalty to players that are not delivering have cost Australia Rugby. “Blind Freddie” can see the problem is game management, selections and a few players in key positions not delivering.
His key players or as some are saying “protected species”, have not delivered for him.
Obviously they train well, Hooper tells us every week, so it is not training or fitness it has to be selections and game management!
I also accept as Coach he has the right to select his team but it also comes with the responsibility of owning the results.
The public care and are not prepared to see the same mistakes continually repeating – for no other reason a change is required to break the failed cycle under Checker.

The other option is Checker changes!

Why is Michael Cheika constantly hammered, while Justin Langer is blameless?

Great observations.
Until the “Grass Roots” problem is solved it will not dramatically change.
The “Allan Jones, Brett Papworth letter” published solution would take years to filter to the top.
RA – Waratah’s have handed Western Sydney to the NRL, Panthers, Eels & Tigers.
Now Twiggy Forest “World Rugby” has shown an interest it may start going forward or will it be lock up further like the Australian Team selections?
Who knows!
How ever things can and must improve now!
Take the loyalty and politics out of the system

With the talent pool available & right selections we would not be No7 in the World pecking order.
A quick fix now would lift performances, give fans hope and build momentum.
Nature has a way of rejuvenating itself after a wild fire – so will Rugby Australia.
The problem is Rugby requires a life changing event like – “Sand Paper gate”!

Heads must roll as Cheika's Wallabies lose against Wales with stupid play

Spot on! Their a protected species.
It looks like Checker is that strong trying to prove his selections right he will not recognise what the World can see!
Pocock is the best 7, Hooper has not developed as a captain ,with Pocock in the team he is at best an impact player, the pack needs a specialist 8, Beal is light footed and great in space, at 12 he is a “East/West player” Rugby is North/South very easy to defend, history shows he is best at 15, your right about Foley! Also it is well documented Foley & Beal are not the best defenders!

Solution?
Australia has the forwards, select the best loose forwards & 8 from the clubs they represent.
There has to be better options around for the 10 12 positions? Find, buy poach a 10 and 12
Problem solved?
Google the Rugby Union talent playing in the NRL a very rich talent pool!
English 12 Teo from South Sydney NRL Grand Final winner!
NZ 12 Sonny Bill also a NRL Grand Final winner!
Looking forward to the English game – Ben Teo will use Foley & Beal as a Turn stile or a bouncing ball.
Consider including Brad Thorn to the Coaching staff and selector for the World Cup?
