I think winning a positional Dally M award does count for something.
Based on 2019 performances and the numbers he put up on poor team i think adds more weight to his performances.
Basically all the reasons you had for ranking Ferguson at 25, Maumalo (huge running meters, tries, influence on the team) did better in 2019.
I think some players can be made to look better because of the team they are on, like Tupou.
