I support the Idea of bringing back the AFL Reserves. Just have the same fixture as the AFL but change the kickoff 2 hours before the Seniors and open gates when it’s half time in the reserves competition so Supporters can have something to watch before the game, for example:
4:45 PM-Adelaide Oval (Actual Game 7:20 PM)
Adelaide Crows R vs Port Adelaide Power R
Reserves Teams will train with the Seniors Squad and have a Self Reserves training once a week.
When the the Finals, If the Seniors team are in the Finals and the Reserves too they will play on the same day at the same venue. For Example
1st-Adelaide Crows R (Seniors-10th)
2nd-Melbourne Demons (Seniors-6th)
3rd-Fremantle Dockers R (Seniors-11th)
4th-Western Bulldogs R (Seniors-1st)

North are literally Barely a Club as it is, Financially they don’t have the money like Other Big Victorian Clubs, Onfield Performance from the past few seasons, they literally finished 17th in 2020! The Memberships are also very small and the Kangaroos having the least amount of Members in Victoria. There have been a lot of Talks about North Melbourne Relocating to different cities for the past 2 decades, Gold Coast which almost happened but were saved, Some talks about moving to Tasmania which is the most viable option as they get pretty big support down there, Canberra was on the talks of Relocating. Relocating or Merging could save the Kangaroos, unless u don’t want them to relocate and can expect the Kangaroos to Fold in 10 years. My Opinion is Move em to Canberra.

What Will Happen to Arden Street Oval when The Roos are gone?
Arden Street Oval will be used as A Public Oval a lot more frequently, Amateur Football Matches played there, North Melbourne Kangaroos VFL Side can keep playing in the VFL as a Stand-alone Club until the Kangaroos are in Victoria then they will place some of the players who weren’t chosen, so the will play for the Reserves. Will Become a Training Facility for some clubs around the Area. Canberra Kangaroos will use it as a Training Facility when they are down in Melbourne, Canberra Will play one AFL Preseason Match at Arden Street, It will be used as the Kangaroos Academy Ground.

Where should the 20th AFL team be based?

My Ideas would be to Have a 3rd Perth Team up in Joondalup and maybe rebuild the Stadium up there, I would see big support up in the Northern suburbs or make a City Metro team either playing at Optus or playing at the WACA when it’s redeveloped. A 3rd Adelaide Team is likely and unlikely because of the amount of support of Footy in Adelaide and could see a 3rd team but the population is a bit small and may not be able to support any team just yet but if there were maybe a Norwood/Sturt team to be based in the Eastern Suburbs. Having a 3rd team in Sydney would be cool and could support a team maybe in North Sydney? But since Rugby is still bigger in NSW it could take time for a 3rd team to play. A 2nd team In Brisbane sounds good but just like I said for Sydney it won’t be able to support a 2nd team for another 10 to 15 years as its a big, big Rugby City but it might work having a team in Springfield but however the Lions are gonna Have there Training Ground at the location so I don’t think The Lions would want them to play there so maybe a team up in the North side of the River maybe playing at Brisbane exhibition Stadium or something. Having a Sunshine Coast team is brilliant by relocating the Suns there maybe? But as you said it needs a new stadium and more population but I guess Geelong is like that so yeah who cares. I don’t see a Newcastle team any time soon cos I don’t think it’s a Football market yet and has little to no Proper Ovals or Cricket Grounds unless you use some local ground or build one. Canberra is a no brainer, we need an AFL team in our Capital as the Giants has Built a big Football Fanbase so maybe relocating the Giants could work or an expansion. I like your idea of having an AFL team in Auckland and would be cool to see Kiwis watching our sport over in Australia but would take along time for an actual big crowd to rock up in a stadium, if they were in the Finals expect maybe just a normal near packed stadium then fully packed stadium.
