I guess that is true if, to all intents, you are not targeting or expecting victory this WC year but in 2027, as it seems EJ is (no matter what he says). England has gone for experience probably because Borthwick wants to make a fist of it in October. It does not appear to be going well at the moment for either team, but who knows?
