I initially had that thought regarding the QLD version of city-country, but I think it could work. The reason it gets stick is because it’s a one off game, and is billed as an Origin trial match, which is a load of crap. I think if it was a 3 game series with a trophy and billed as the level between Origin and NRL, it gives it a lot more credibility.
The reason I think it could work in QLD is firstly because it would sell out in places like Cairns, Mackay and Rockhampton instantly, as they don’t have that level of footy every second week, so it would be an event for them. Also, playing it on a Friday night means it replaces the Broncos game (or Titans or Cowboys if we’re lucky) on TV, so people would watch it. QLDers love watching QLDers, so it would get a fair audience I reckon.
Toyota Cup Origin game is another good concept. I think they played one this year in Penrith didn’t they, so that could definitely be added to the weekend.

If you want a designated transfer window, then you would have to get agreement by all international competitions (i.e. it must be enforced bu the RLIF).
With regard to improving the salary cap/transfer window, the general consensus seems to be that there are 2 major problems with the system.

The first, and bigger, problem is that clubs don’t get any reward for developing players. This could be fixed by introducing transfer fees (like in soccer). A smart club would never let the important players (the current good players, and ones with future potential) have contracts that are less than 1 year in length. This ensures that if a player wants to move to another club or a club wants to sign a player, they have to pay to ‘break the contract’.

The second problem is player loyalty not being rewarded. Long term players help grow support for a particular club, as they become ‘part of the club’. As has been suggested above, this could work by having a bonus system, where after X consecutive years at club, the player receives a bonus payment that is not counted under the salary cap (say 10% bonus after 5yrs, 20% after 6yrs, etc.).
