According to Demetriou when he was with Souths, they knew he was always going to be returning to Rugby at some stage.
Anything above $700K would be more than he’s on at the Roosters, so even a deal that included potential match payments of that value would still be higher.

Who are these mystical players coming through the pathways that aren’t being signed? All i have seen of late is RA re-signing all the players of interest through until the Lions tour.
And you’d be wrong in assuming that the $1.6M is all coming from RA or is 100% base salary. The ARF is chipping in, as they did for Folau & Pocock as a 3rd party sponsor and potential Wallaby match payments can make up $200K of that as well.

There was this thing called COVID that caused Australia to close it borders, which in turn heavily impacted the ability for RA to make any money given the international nature of both Super Rugby and Wallabies matches.

I think even the original story about Sua’ali’i signing was by a League journo before there was any announcement from RA. Of course then Gould lost his bundle, PVL followed suit…

He will likely go on tour as they usually take a developmental player, but they don’t get to play unless selected for a Barbarians team.
