Um what you have described IS a shoulder charge. The ‘charge’ part is purely figurative, you don’t have to be running to make one, most of them are from a stationary position.
The reason it is NOT a very low risk tackle is that when you completely stop someone’s momentum in an instant like that their head snaps forward and a lot of times straight into the shoulder.
Cleary’s tackle was a textbook example of what they were trying to ban. Either get out of the way or make an arms tackle.

Hello Rob9, what you are saying is most likely correct. BUT.

What you have forgotten to factor in is that everyone is always at peak fatigue. When guys were playing in long pants and caps they would just just as blown as today’s athletes who train 5 days a week. Every piece of sweat that isn’t on someone’s brow is just an indication that they need to put on 5kg more muscle. So the fatigue isn’t changing but the bodies are getting bigger. You should be able to work out the solution from here.

Considering there are lots of injuries that head in under a week then this doesn’t make a lot of sense. Sitting out two weeks because a head cut or dislocated finger?

Just make anyone needed injury assessment have to get a testicle squeeze and finger up the bum examination before being allowed to go off. That should discourage all but the most pressing of injuries.
