Hey Big A, I watch full games, am a former Premier grade referee and regularly chat with Australian Super Rugby Referees and call rubbish.
There are differences in how all referees see the game, the difference between AU and NZ refereeing styles is being dissipated by placing them in mixed teams eg Keane last week, Gardner this week. There are however significant differences in how referees see/referee the game O’Keefe vs Pickerill or Gardener vs Berry are a pair of good night and day examples…

as a now former referee to a current referee I would state categorically that
“you do not have to give away a penalty at the scrum, you can give ground and stay straight and not collapse, it is a choice”
Is what is wrong with the refereeing of the scrum at present, you have an inordinate amount of pressure coming from multiple directions pushed through a prop (sometimes almost a complete oppositions scrums worth as they seek to isolate and sheer), a slight shift in angle a misstep and the prop is down. Whilst in the requirements of the game a penalty is correct to state that it is a choice is extremely naive some choose to bail some just get stuffed.

You cannot hold his scrum penalties the same as penalties elsewhere…
