I’ll address your rhetorical question as it is core to the Waratahs’ current woes.
Let’s start with the context of which I know you’re very well aware.
Obviously there was a huge exodus of experienced players at the end of 2019 and 2020. These players were a fair chunk of the Tah’s salary cap. Tah’s reduce player expenditure by $1m for 2021.
Corona virus concerns allowed Hooper to justifiably recoup lost earnings with a ‘sabbatical.’
Penney was signed by Hore, who almost immediately, abruptly resigns (two days later).
Hore and Penney knew each other from Canterbury where Hore was an administrator. Was there conflict with the board over Penney’s signing?
Penney joined NSW in Oct 2019 and had little, if any, input onto the 2020 squad.
Penney again has little, if any, input onto the 2021 squad and is apparently surprised by smaller salary cap. Force have no salary cap and are backed by Twiggy Forrest and can offer players ‘overs.’
Penney appeared to be developing a team first community culture similar to Rennie to overcome culture of entitlement. Penney acts as paternal influence that is important with such a young team.
Players who signed or remained because they expected to play under Penney, such as Jack Whetton, may be having second thoughts.
in summary, players go to other clubs for a combination of better remuneration, looking for a coach to improve, or seek a better club culture.
Sacking Penney means the Waratahs can offer none of these. The board is responsible for players seek opportunity elsewhere.
