The winner for political reasons? Melbourne, with the State Government having already spent $200 million on a rectangular stadium and happy to throw lots more money at winning this franchise for Victoria.

The downside? Being a small fish in a very big pond.

The winner for the National Competition argument?

Again, Melbourne for obvious reasons. The downside? Again, a small fish in a very big pond.

The Growing Future Wallabies Winner?

Western Sydney, which has the biggest pool of rugby (both codes) playing juniors in Australia. This has been largely untapped and totally ignored by the East Sydney Tahs for the past fifty years.

The downside? The Tahs will bleat, and goes it against the National Competition argument.

The TV Ratings Winner?

My guess is Western Sydney, who are rugby mad and probably were the ones who sent Fox NRL ratings through the roof.

The downside? None.

The Tribal Rivalry argument Winner?

Again, my guess is Western Sydney Vs East Sydney Tahs. Now, that would get plenty of attention with the right sort aggro marketing.

The downside? None.

So the Overall Winner is?

For mine, it is harnessing the massive resource of Western Sydney, which would very quickly be able to sustain its playing ranks without doing a Western Force and gutting the other teams, thereby driving down the overall quality of Australian Rugby.
