Pretty sure the Brisbane player already had his hand on him.
Personally I find all the furore about voluntary tackles silly. Ray Warren seems to lead it. When a player catches the ball and falls to the ground he should be able to brace himself for a hit from the defence. Once he sees the other player isn’t going to tackle him, he usually makes an attempt to get to his feet and then the tackle is completed anyway.
