In any strip back strategic review you must always find your strength and competitive advantage and then ensure the resources are there to support it so you can leverage it to develop elsewhere. The attack on private school, which is the competitive advantage rugby has, was listened to in the 90’s. Yes this argument was run before and gained traction. This resulted in RA not putting any resources into their strength. AFL and NRL have now attacked RA’s base as they sought the glitter of NRL and overseas players. RA base is withering as they forgot their base and didn’t expand with the private school system. How strong would they be now if they hadn’t forgotten their base and gone to all private schools, which are expanding, including private schools in the other states. It doesn’t mean solely private schools but it means recognising RA has a base. NRL and AFL have their base but they invest heavily in them and then raid RA base.
