Why the Raiders have the worst spine in the NRL
Cleary was definitely up there. But I think given his long term deal, Penrith would be relectant to pay out another coach. They would be wanting to build some stability. Also with Gould on his way out, it shows the club has the faith in Cleary giving him complete control over the team.
