One way an interstate (non Victorian) team can win the GF is by two interstate teams playing off in the GF, eg WCE v Sydney Swans. Very difficult for a non Victorian side to beat a Vic side at the MCG on GF day due to the home ground advantage and home crowd, unless they are at least a 10% better side. Going by history that is just the way things are unfortunately. One can never under estimate having your home crowd cheering you on at your home turf makes.
