The problem is that A League is not grassroots or tribal elements in A League on a national level
Look at the Sydney club rugby there is tribal elements in that tourament with clubs north and south of Port Jackson with many clubs.
Look at basketball teams in Cairns,Townsville and Wollongong

Toowoomba, Cairns, Rockhampton/ Mackay and Central Coast of NSW
20 teams in 2 competition
Top 3 of Tier 2 competition get promoted & bottom 3 of Tier 1 get relegated
In the future , Perth and Adelaide comes into the 2 competitions
Well Ch9 and foxtel get extra 2 games
Bottom 6 teams of current competition will be in Tier 2 competition , when it started up
