Skellet.. Sorry, but i think the premise of your post is way off.
I think its more to do with the ingrained belief that Tier 1 nations are more disciplined etc rather than so called Tier 2 nations.. which is why Tier 1 nations sometimes get the benefit of the doubt in regards over the lesser established rugby nations IMO.
I dont think color has anything to do with it…. and im quite frankly, slightly disappointed that you would jump to that conclusion.

Just a few more crowd stats.
In 2012 after round 15:
Total Crowds = 2,103,481 with a crowd average of 21,035 overall..
Last seasons overall total and average after round robin AND Finals was:
2,577,711.. with an average 20,788…
I have a feeling we will surpass that number this season as well!
Also.. I think the average for Aus crowds is 18,643 for this season.
And the Saffa average is 28,848.

as stated. If NZ and Saffas used their NPC and CC teams instead in a SR HC style tournament.. That alone would mean 14 Pro teams for each of them. 28 in total.
And If Australia can at least get 8 within the next 15 – 20 years. Voila. 34 pro RUGBY teams in the SH alone.

England – 24
France – 30
Ireland – 4
Wales – 4
Scotland – 2
Italy – 2

They lost to Qatar in the Div 4 final on 13th May 2011.. 14 to 29.. If they had won they would have been promoted to Div. 3 of the A5N.

What if Rugby was under one body… Yes they are growing.. But it could be growing at a much faster rate.
RL is now on the first step of CWGs ladder…. Honestly.. How long before it is actually played? If there was JUST ONE BODY pushing and lobbying for Rugby overall… RL would have already been in the CWGs..
Just saying.. If it was one International Body running the game.. The RUGBY game overall would be growing faster.
As for combining… NO… We cannot have a hybrid code.. Its far past that.. But just one body being the international adminstrator in spreading the game… Just like 7s.
Imagine if the IRB was the REAL global admin for both codes…. You would already have some RL teams in Argentina and other South American nations by now.
Just saying.. Try as we might… The 2 codes WILL be at each others throats no matter how we try and smile and shake hands. Fighting for similar demographics.

In Samoa we can 1 – 2 games of NRL FTA per week.. Not to mention the SOO FTA LIVE!
The problem is the TV stations dont even advertise that they are going to show the game….. .
A lot of Samoans watch the RL on TV when its on.
