If a penalty from a scrum is disproportionate but a free kick is not enough, what is something in between that would be suitable?

What about a new short arm option after a scrum infringement: a scrum reset 10-15m forward of the first scrum? And if within the defensive 22, it’s an NFL-style ‘half the distance to the goal’?

This in addition to all the above comments about reducing time wasting and scrum half staying on their half of the scrum.

Is this a problem without a solution? Why thinking around scrums needs a reset
