Some have highlighted that the lack of spectacle in rugby is not because of the rules but because of the unwillingness of players and coaches to take risks.
I disagree with this argument, but it is probably a combination of both laws and gameplay.
A further problem is the sensed isolation of the provincial teams to a single district of the capital of the State they are supposed to represent. So, as a solution to this problem, taking inspiration from basketball in the States and m1tch’s article on taking the NRL on the road, why not send out a touring entertainment side made up of all the best entertainers rugby can provide, without impeding on rep sides.
This side would be able to highlight the positives in rugby, and spread a word outside of the capitals.
People may say that it would only water down the already lacking player numbers of Australian rugby, but that’s just the thing. If financed properly, and set up as a non-associated club, but rather an entertaining entity, it can attract those rejected by the unions.
Imagine the amount of coverage that can be gained through setting up a popularity based version of the game.
