Castres and Exeter don’t have a lot of so called stars they have strong coaching teams and recruit the right players. English Rugby is littered with successful teams from small market towns. As for Castres they recently won a Top 14 title a strong European run could see Urios touted for the French job. He took Oyonnax a team from the foot of the Alpes to a Top 14 the same season after getting promoted. Oyonnax also have passionate Rugby fans.
