Yes, but some clubs can pay unders due to being a destination club, and some, like North, GC, GWS, St Kilda have to pay overs, locking them into a cycle of mediocrity. Port are neither it seems, middle ground.

Gold Coast should be ashamed of themselves, heard their recruitment manager today on trade radio justifying the Bowes trade, none of it made sense other than they paid too much, now they have to offload.
I don’t care how they spin it, they’ve lost pick 19 and now pick 7, plus two good football players……..for nothing, as in zero, less than zero, nothing.
If Geelong pulls this off, it will be the deal of the century, a reigning premier getting pick 7 in next year’s draft, what a coup that would be.

Totally get that and agree, but how do you stop say a Collingwood, pinching all of North’s good players? Or GWS, leaving them with nothing reduces their ability, salary cap aside, to instantly try to replace that player.
