In theory, you are correct, but if they don’t time something right or something unexpected occurs, it can put themselves in an awkward position.
As the Brett Morris penalty demonstrates (it’s in the highlights of the match), someone chipped the ball, Brett was setting up to catch it, the Rabbitohs player jumped in front of him and was heading right towards him, and he retracted his arms to protect him from the flying player.

All very fair points, especially with muddying the waters, I just believe it is unfair to penalise a player for protecting themselves, also it would mean that the referees aren’t forced to blow a penalty as much. However, it does complicate the situation.
